The legislation makes it illegal to purchase and sell body vests to anyone who is not engaged in "eligible profession", which is basically law enforcement.When the law goes into effect, New York and Connecticut become the only states in the nation where adults who have not been convicted of a felony cannot buy vests and plates online.

According to The Violence Project, which put together a database on mass shootings over the past forty years, at least 21 mass shooters wore some form of body armor--most of those cases occurring in the last ten years. Critics say this takes away a valuable form of protection from the general public.

Brad Pedell is the owner of 221b Tactical Shop in New York City. A large part of his business is selling body armor. He tells us he's disappointed with the New York law because he says residents are fearful for their safety, and they want a product that will protect them. He says he's got one and now he can't sell it to them.

Pedell calls the law nonsensical and a political move that he says is going to do more harm than help. While it will affect his sales, his is an international business with a large online component, so he says he feels sorrier for law abiding residents who are scared who now have their hands tied than he does for himself.
